If you have very limited knowledge about creating websites or blogs, or you just do not want to spend time developing your website, then affiliate marketing without a website should be considered. However, if you plan to spend time and really focus in the business model, affiliate marketing with website would be better.   Personally, affiliate marketing with a website is much better than without a website since it could open doors to so many other business opportunities which could come in future.

Having a website mean you could capture customers and visitors email address details with opt-in mailing list and you could use these database to sell again to them in future. This what people call repeat customers. However, you can not do this if you do not have a website, and you will loose the customer information after the sale is done.
